TRAI Does It Again – No SPAM Regulation Delayed Indefinitely

TRAI has finally decided to put an end to the regular delay of the No SPAM regulation and has now delayed it indefinitely – until further notice. This is the 5th amendment made since the enforcement announcement of the regulation. May be the famous startup rule is not applicable to TRAI, it should be “enforce - amend - repeat” and not “announce – delay – repeat”.

Number series for fixed network are still not allocated. The matter has been taken up on urgent basis to allocate number series to telemarketers for fixed network. Access Providers have indicated that it will not be possible to provide all the resources to call centres from mobile network only due to high traffic originated from such call centres. Due to non availability of numbering resources from fixed line network from DoT date of implementation of relevant clauses of The Telecom Commercial Communications Customer Preference Regulations, 2010  has been extended upto 21st March, 2011 through the  forth amendment to the regulations on 28th February, 2011 . However, till date DoT has not allocated the numbering resources for telemarketers from fixed line network.  This new numbering  series will be required to be  implemented by all Access Providers before allocation of resources to telemarketer. For this purpose time will be required by Access Providers to change the configuration in their system and test the  new series.  No time frame has been specified by DoT as of now.

We hope there are some amendment in the regulation in terms of rules also and not only dates, as the current rule is broken. It will stop SPAM only at the cost of necessary communication being barred, which is equally inconvenient.

Several companies are offering APIs, cloud hosting and data for the event, and new services will be expected to help suffering people from the Eastern Japan earthquake/tsunami/nuclear crisis.

The list includes several Japanese web companies like Rakuten, Hatena, Yahoo! Japan, Mixi, Sakura Internet, Foreign companies’ Japanese branches like Amazon, Google, Microsoft, Salesforce, Twitter, Evernote, Cloudant, and foundations like OpenStreetmap Foundation. The list may be adding more contributing companies.

Many web designers, developers and producers have been discussing on ideas on Google Wave and IRC channels. Ideas are being voted(some have English translations) and will be implemented on Monday, and they are expected to be improved even after that, as long as they are necessary.

Most talks are done in Japanese, but there is also an English wave, you might be interested in adding your ideas and advices.
